UNDERSTANDING THE ILLINOIS CONSTITUTION - Illinois State Bar Association

The primary purpose of the constitution is to transfer governing power from the people to the government. The constitution tells the government how much power it has, how it may exercise that power, and final-ly, what limits are placed on that power. The people retain the power to change the constitution through the amendment process.
